An overview of IsDB’s PPP activities is provided below.
1. Deal Origination and New Business:
PPPs financing activities are mainly in the Energy, Transportation, Utilities
and Financial sectors. It also finances social infrastructure like Healthcare.
PPP is engaged with the sponsors and development partners in the
member countries to support infrastructure projects which have been
awarded concessions under the PPP modality. The project selection
criterion utilizes the Qualification and Prioritization (QnP) tool to ensure
strategic alignment and readiness of projects, as well as ascertaining the
financial strength and technical expertise of sponsors and developers,
thereby enhancing the Quality-at-Entry of projects.
Two new approvals took place in 2019 (i) US$ 100 million for IsDB’s
participation in the Big Almaty Ring Road project (BAKAD) which is a
20-year Concession by the Government of Kazakhstan (GoK) for financing,
construction, operation and maintenance of a 66km long ring road in the
city of Almaty (“BAKAD”).The Ring road will have 4 lanes (9km) and 6 lanes
(57km) with 21 bridges, 19 viaducts and other elevated structures, and (ii)
US$ 100 million Line of Financing (LOF) facility forTurk-Exim Bank.The LOF
approved for Turk-Exim Bank will be utilized towards supporting SMEs.
2. PPP Advisory:
The Advisory function of PPP is involved in the following projects (a)
Advisory for KSA Labs PSP, Ministry of Health, Saudi Arabia, and (b) TA to
Ministry of Transport, Indonesia, to develop transport sector PPPs.
(a)
An IsDB-led Consortium is advising the Ministry of Health (MoH) to
attract private sector participation (PSP) in laboratory services.This initiative
is part of extensive health sector reform and transformation currently
underway as part of the Vision 2030, in the Kingdom of Saudi Arabia.
Specifically in health services, 2030 envisions greater role for the private
sector, separation of roles between the MoH (for regulation of health
sector), Ministry of Finance (for funding the health services) and the
geographic, autonomous Clusters across the Kingdom (for delivery of
health services).
(b)
Advisory services to Ministry of Transport, Indonesia, for developing
the transport sector through building capacity in identifying, screening,
selecting, developing & implementing PPP projects, and documenting
feasibility study for one transport PPP project. This assistance is also
aligned with the MCPS for Indonesia (2016-2020), in terms of the state
objective of reducing regional disparities through sustainable support for
economic and social infrastructure.
